Professor Bollard received his Bachelor's and Master's degrees from Canterbury College, New Zealand in 1948 and his PhD degree from Purdue University in 1954. From 1948 to 1951 he was employed as a structural design engineer and from 1954 to 1957 was chief designer of conversions of large multi-engine aircraft to agricultural use and simultaneously served as chief of structures in the New Zealand civil aviation authority. He returned to Purdue in 1956 to head up the Aerospace Sciences Laboratory, was a visiting professor at Cal Tech and moved to the University of Washington in 1961 as Chair of the Department of Aeronautical Engineering, later changed to the current Aeronautics and Astronautics.
